The "Master Password" or "Master Outbound Password" is a password which the administrator enters and whenever the IS stores another password, say a DB login, it encrypts that information on disk, with the master password.

The IS has a timeout for the Master Password and after this time gives you a warning that you should change it. If you do not however, the security still works per normal.
